I was hoping for more responses, we have a few worried but non-blocking
opinions on this thread to set aside timedlock for one more version minor.
We don't have an explicit +1, and as I understand it, CTR suggests that
reviews *are* done. But after-the-fact once they have been committed.

I'd really like to see several +1's from those who have spent the time to
review the code and are confident in it. We have decided experimental isn't
a thing in apr releases, so I will revert Nick's default-disabled patch
today, but I'd like to let this vote run one more day to ensure we didn't
miss opinions AFK over this past weekend.

At this point we don't have a +1 from even the submittor. That's
disturbing.  Again, please vote today, even if it is not an entire >= ±1
