The concrete interchange syntax for the Diagram Interchange is XMI based, so I think it makes more sense to build on an existing XMI parser rather than creating something from scratch. BTW, I misspoke when I said before that diagrams would be in separate XMI files. I can't find the reference that caused me to think that, but looking at the spec it's pretty clear that model data and diagram data can be intermingled in a single XMI file.
