Setting aside the knowledge of confluence, who would go looking for a wiki via an "issue tracker" link? This seems so obvious to me that there must be something wrong with me. I don't care where it is, I'd have just preferred it "disinterred" rather than hidden. So if I must be specific, on the community page right above the dev mailling list line. Franky, even the community page isn't the right place. "Docs" should lead to wiki and the API docs, perhaps on a pulldown. But that's more work.
