Well, last I heard, INFRA wants to actually get rid of using the "groups" functionality only use the Roles stuff that is defined for the projects. The main reason is updating the groups requires JIRA Admin rights which they want to start restricting. Updating the Roles just requires project admin rights. Thus, it would be best to NOT use the groups and start using the roles more completely.
