Bumping org.eclipse.osgi to 3.24.300 (#908) fails on JDK 8 in the blueprint itests (unresolved bundles) and the subsystem build (job timeout). Recent Equinox releases appear to require Java 17, though I have not confirmed this from the logs. This changes the matrix from `[ 8 ]` to `[ 17, 21, 25 ]` in the JDK8-only workflows: blueprint, subsystem, jmx, jndi, samples, transaction and tutorials. Workflows that already run several JDKs are unchanged. These modules have only been built on JDK 8 in CI so far, so this PR's own run shows whether they build on 17, 21 and 25. -- This is an automated message from the Apache Git Service.
