What you describe are properties that allow the server to execute other 
technologies' client APIs, which I'd still consider Atlas "server" properties.

Nevertheless, you bring up valid points.  I think I just want to ensure a good 
user experience, and that usually includes clarity with respect to 
configuration.  Perhaps that can be achieved with good labeling in a single 
file, or via naming conventions ("atlas.server", "atlas.client").  The only 
issue with the latter is the fact that users may need to reconfigure during an 
upgrade.
