During validation of Dataflow templates, I found a regression in SpannerIO (and potentially other things which depend on the Spanner library). This is a significant enough regression that I think we should move to an RC2. I'll close voting for now.
I have a PR [1] to fix this and revert the Spanner library, so I should be able to get an RC2 out in the next day or so.
