Well , I actually do not know what to say since I'm not familiar with Apache JIRA access policies . However , considering the fact that recently commit policies have been 'relaxed' for ASF members to work across projects then maybe it'd be useful to consider them as «developers» and grant them with «enhanced» write access too .
