The release notes are ready
https://github.com/apache/bookkeeper/pull/2418

Next step will be to cut the release from branch-4.11

FYI this is the release guide
https://bookkeeper.apache.org/community/release_guide/

After closing 4.11.1 it is better that we fix this page
https://bookkeeper.apache.org/community/releases/

I will hopefully create the RC0 tomorrow, if that won't be the case I will
do it on Monday

Enrico
