[~olamy] added RAT in https://github.com/brooklyncentral/brooklyn/pull/1365,
but it's not yet run automatially.
Also see [~alex.heneveld]'s comments in that PR.
Just run `mvn apache-rat:check` and see `target/rat.txt` content.
Next steps are:
1. Fix all the errors.
2. See what is wrong with running it from the root directory.
3. Enable as part of the normal build.
