+1 to doing this with normal builds. We should aim to always be in a releasable 
condition; it's not fair on the release manager that the first task for doing a 
release is to fix all the file headers *again*. The file headers should always 
be correct, and enabling RAT by default will help contributors stick to the 
policy.
