I think it's correct to drop the ReferenceStorage service for the master
branch entirely once this change comes in, users wanting a bst-1.x
compatible
cache should use the bst-artifact-server from the 1.x branch.
To me, the messaging of "remote caching is incompatible between 1.x and 2.x"
is much clearer this way.
