In order to fully leverage the {{resolver='(obr)'}} set on the features, we
should mark the dependency bundles in every feature with the attribute
{{dependency='true'}}. AFAIK, without this marker, the features service will
consider all bundles as mandatory and will never really leverage OBR to use a
previously installed bundle to provide some packages.
