Meghna, I realized one thing that is missing from 4.3 and 4.2 that I added (it's on 4.4 and master though). Here is the commit https://github.com/apache/cloudstack/commit/dfb81ac1274d8ebe4a47223d10f3de44aa9091bf .
If you apply that and re-build, it should fix the create VM snapshot issue.
