    The quota feature has three major packages;
    - framework/quota
    - plugin/database/quota
    - usage/*Quota*Impls
    
    Unit test coverage on framework/quota (was not sure how to write tests for 
VOs and DAOs, so does not include that):

    Unit test coverage on plugin/database/quota: (no explicit tests for API 
Response classes except for the response builder impl)
