Problems always seem obvious in retrospect, don't they? Everything in the pipeline before the i18n tranformation must be outputting xml or xhtml. Anything labeled html that is passed to i18n goes all wonky, even if it looks like well formed xml, the html output value affects how the SAX events are generated, and i18n won't work. But if I make everything in the pipeline output xml, and then serialize to html at the very end of the pipeline, after the i18n transformation, it works.
