I agree with Mark. The goal of opening up SVN access was to lower the
barrier to entry for other ASF developers. But a conscientious
developer would want to perform activity in Jira, so there is still a
barrier.

If we're talking about risks, access to SVN trumps Jira access any day, IMO.
