It would be nice to have
  https://issues.apache.org/jira/projects/STATISTICS/issues/STATISTICS-9
in an "examples" module.

The rest are mostly task descriptions that were not completed in the
2019 GSoC.

Given the amount of coverage[1], an "alpha" is not warranted. ;-)
A "beta" would have been useful if we could hope for beta-testers, but I
doubt that there will be more feedback than there was for either [Numbers]
or [Geometry].
One thing to check (if not done already) is the API consistency (a.o. the
ordering and naming of the distributions' parameters).
