Do we have 3 Commons (or ASF willing to become Commons) committers willing
to actively work on this?  That has traditionally been the criteria applied
to consider new Commons components.  Usually, we have also started them in
the Sandbox.  I can see the value of this code for legacy things, but I
wonder if we'll have enough actual committer energy to develop and maintain
it. vot
No vote is required to create a sandbox component.  That might be a way to
start trying to build a community around this idea.
