Essentially, github uses the same method as we do with svnpubsub.
Files are pushed to a repository and then from there pushed directly to
the web site.
Is there anything specific about the github model that you think differ
from how we do things?
Apart from it being git and not subversion, obviously.

They are always returned as sets of 100, max 2000 per request,

The messages should contain one line or word of text to avoid being

Only the ADDRESS you send to is important.
You can start a subscription for an alternate address,
for example "john@host.domain", just add a hyphen and your
address (with '=' instead of '@') after the command word:
<dev-subscribe-john=host.dom...@community.apache.org>
To stop subscription for this address, mail:
<dev-unsubscribe-john=host.dom...@community.apache.org>
In both cases, I'll send a confirmation message to that address. When
you receive it, simply reply to it to complete your subscription.
