No need to get permission for a proposal! Just do it - sounds like a great idea and sounds like you have the energy to organize. Way back when we still had a Conferences Committee, there were guidelines and tips for how to run an event: https://wiki.apache.org/concom-planning/ConComSupportedEvents Ignore everything about approvals or "ConCom" in there (it's woefully outdated), but skim through it; there are a few useful checklists of things to consider about practical aspects of organizing an event.
