I would encourage you to take this up with Infra. I am certain that this has come up before, and that Infra has already done some research into Discourse, not only in terms of hosting it for projects, but for the Foundation as a whole, and have thoughts about the sustainability of doing this in individual VMs vs some kind of service provider.
