Hi, As an Apache Maven team member I confirm what Rich wrote. Apache Maven team don't charge users especially in monthly payout.
You should only use software from oficial Apache distribution, like for Maven: https://maven.apache.org/download.cgi So now you can try to complain about payments in your bank.
