It sounds like you don't have the Android Eclipse Plugin. I recommend downloading it from developer.android.com.
Also, this list is for the development of Cordova itself. For technical support questions, I recommend asking on Stack Overflow, or on the PhoneGap Google Group, you may get help more quickly.
