That second part about the not clobbering is key, also. It allows you to set 
--with-js-include, have the libs fall back to default, but the failure branch 
of the PKG_CHECK_MODULES won't clobber what you set for --with-js-include. The 
macro expand only wraps setting *_CFLAGS and *_LIBS with a conditional in the 
success case, so I handle doing something similar myself in the pkg-config 
failure case.
