Hi Peter,

I did a quick check and I was able to compile the ctakes-core module by
switching the repo url from "https://repo1.maven.org/maven2"; to "
https://repository.apache.org/content/groups/snapshots";,  pull the core
models jar and switch back the repo url to "https://repo1.maven.org/maven2";

I guess you or Sean may not hit this issue as the required artifacts are
already available in your. m2 local repo. A fresh install on a new machine
may help simulating this issue.
