Off-topic, but as you mentioned it: IMHO the main reason for not adopting Java 9+ is that most open source projects did not adopt either Java 9 nor multi-release JARs, so the community simply waits for *that* still, not vice versa. Users will adopt Java 9+ asap once all their dependencies adopt it. It is the Jakarta EE WG's intention to remove this deadlock situation by enforcing Java 11 in EE 9.1.
