Is this maybe related to DAFFODIL-2151 about creating a compatability mode? So
with CompatabilityMode="experimental" or somethign then we allow hexBinary bits
length, otherwise it's an SDE? Maybe things like this and choiceBranchKey being
a list of keys are restricted the same way?
