When I first read this bug i imagined the experimental flag would be controlled
via a tunable. And then I realized maybe we don't really have a good
formalization of when we should use properties vs tunables, and so I'm not sure
which is correct. Do you have thoughts on when something should be controlled
via a tunable vs a property?
