Yeah, I'd suggest just adding a +1 to the VOTE thread with a note, just so it's there if anyone ever looks back at the vote.

This is correct.

Though Shane is a PMC, so he can vote and count as the third. Should have added 
an explicit +1 and added his name to the pass vote though.
