Also, this is definitive and more up to date: http://www.apache.org/dev/pmc.html#newcommitter The key part is that the new committer must submit their ICLA, it must be processed by the secretary, the account requested and created, only then can the new committer be given karma. There is also required setup that the new committer must do before they get write access on the repositories.
