I'm from the Bigtop community. To add a new committer, usually we'll have a
[DISCUSS] thread in private list to get the idea whether the PMC members
are supportive. The one who raise the discussion need to supply evidences
showing that the candidate is really qualified (contribution, skills,
integrity, etc). It's very similar to promoting someone in your team at
work :)
If the above discussion is positive, then a [VOTE] thread in private list
as an official record. The rest is just as what Dave mentioned above.
