Supporting for passing  ssh keys via config disk layout for cloud-init to 
consume would conflict with how user data is currently being handled for 
CloudForms, Config-Server/Audrey-Agent. Passing user data via one file and ssh 
key data via a disk layout in a separate vm payload would require updates to 
cloud-init to know to look for the optional 2nd file.

If the CloudForms, Config-Server/Audrey-Agent were not to be used 
simultaneously with the key data injection
via a config disk layout, it would be possible to inject the key data via the 
current vm payload user data
path cloud-init.
