rhev-devel has told me that ssh keypair injection on RHEV is supported today
by passing a vm payload with
a config disk layout for cloud-init to consume.
It's not yet clear if passing multiple vm payloads is possible, allowing both
user-data and separate ssh keys.
They may need to be combined into a single config disk layout for cloud-init
to consume.
Regardless the image being launched will need to contain the cloud-init
package...
