For P2P there is basically the same "problem", since there are no p2p
(bittorrent) downloads until the files hit the utwente mirror where the
torrents are generated (and that mirror is part of the regular OOo
mirror network).
Apart from that there is no "load" problem for bittorrent, once there is
the torrent available you can use it without bringing it down.

It is not only about mirrors - it is about the announcement itself.

German marketing did a tough job to get the major news sites not to post
their own announcements, but to wait until the official announcement is
done by the project.

If one newssite shoots ahead, the others are "forced" to make the
announcement as well, otherwise they'll get the "bah, old news" flag...

It is more about a release than being able to download it. The webpages
need to be updated, the download-pages must be uploaded, etc.

While some sites link to their own mirror, many users will just hear
"hey, version x is released" from somewhere and when they look at the
site they don't see any trace and the complain at the mailinglists or
IRC 

That is for the "don't announce early" part.

As to only linking to our downloadpage or linking to own mirrors: I
don't really care. While I'd prefer BitTorrent links, that is not really
a concern for me. 
But if they don't run their own mirror, they definitely should not link
directly to a server (linking the torrents directly is fine, since there
is only one [1])

[1] Technically there are multiple trackers, but since those communicate
with each other it behaves as one single tracker
