GeoIP is useful but should not be an overriding criterium; mirrors
should still have an individual weight that enters in the calculation
of where to send the user. For example, in our case we have a small
demand from our country and have a significant idle capacity
(including bandwidth in international links) that would remain
under-utilized if we were to serve only users from the country or even
the continent. This inter-continental capacity is particularly
important for peaks of demand.
