personally I think Lane has a point, you can't check a box to exclude the
JRE so it should just say Include JRE (check box), checked would be with the
JRE unchecked would be without. Or you could switch the whole thing,
Exclude, check, Include uncheck, but 1 check box can't be both options.

... and when unchecking the option the URL is a link without JRE. The URL
depends on the status of the option. So, IMHO the wording is correct as
you can toggle the option to get a link with and without JRE.
