Hi Adam,
the German team hasn't tested & approved the build without JRE. So,
please download the one with included JRE:
http://download.services.openoffice.org/files/localized/de/3.3.0/OOo_3.3.0_Win_x86_install-wJRE_de.exe
or
Try the RC:
http://download.services.openoffice.org/files/extended/3.3.0rc10/OOo_3.3.0rc10_20110118_Win_x86_install-wJRE_de.exe
