I cannot see any problems with downloading install sets. If you want to
get the English (US) set, please use this webpage:
http://download.openoffice.org/other.html
Maybe you should use a specific mirror server that is near to your
location. To get a list of all available mirrors please see here:
http://distribution.openoffice.org/mirrors/#mirrors
