I agree SVG is a very good way to go for graphics/icons (probably the best 
way), and there are programs for converting icons (almost invariably bit-mapped 
images) into vector-based files, but they are not fully automatic and all I 
have seen are expensive. Also, I don't think they work very well on graphics 
that represent objects, like photos/drawings of people etc..
 
Others (in this mail-list?) may know of good/inexpensive programs to accomplish 
this; I am certainly not much involved in this art/science.
 
Still, I say this should be investigated if the clarity of smaller icons is 
important.
 
One other thought: Could hi-res images pop up on mouseover, or a "Magnifying 
Glass" feature be provided, so that very small and therefore unclear images in 
the normal view would be OK? (Again, I think this would only work online and 
not in PDFs but that's OK since I don't think we should waste resources 
producing PDFs anyway.)

I'm sure you are correct, but there is a problem with that. The icon images are 
generally derived from screenshots at 72 dpi, and scaling them down invariably 
results in loss of resolution, producing unacceptable image quality.

Now, if we had access to the original vector (presumably??) icon images in a 
useful format, such as SVG....
