Ah, OK, that is a standard user restriction on moving pages. Admin
users and Bots are not restricted.
Part of the restriction is to limit server load. Bots have a wait-cycle
when they are running over the wiki... do one task, wait 5 or 10
seconds, do the next task. A move on a form like the linked one is done
in one step (I believe).
