Actually, a correction. The permissions problem was on the server the script pointed to, but it's weird that it happened. I think there IS indeed something wrong with the originating file which is being mirrored with the dodgy permissions.
I checked out the containing directory can get nearly everything. Check out http://openoffice.mirrors.ilisys.com.au/stable/3.1.1/ and I'll make the web people aware of the problem.
