The non-display of accented (>127, which includes eszett) characters is
a known problem in Opengrok:

According to the notes on bug 437, substantial improvement has been made
as recently as 2010-03-30. The problem should go away, some day. If
anyone can figure whose cage to rattle, and the fixed version is
available, and someone will upgrade us to it, then the problem will go
away sooner.
Meanwhile, beware of Opengrok representation of any files containing
character codes greater than 127 (7F). They will be dropped from viewing.
