That's a good question. I am not sure, but we can figure it out.

The main question is whether the IP Clearance requirements have been met. I 
think they *may* have been met with the ICLAs but let's be sure.

I think the next step would be to write a summary about the history of the 
operator, covering questions like: what was the first release? who owns the 
copyright on that original code? who have the major contributors been since 
then? what is the status of the original repo and the current community fork?) 
Then, summarize what rights we have acquired through ICLA, CCLA, or SGA. Then, 
we can send that to the incubator mailing list and ask if it's sufficient.

asking if this is sufficient for us to accept the donation. I hope it is!
