Hmm, I remember posting my key to http://pgp.mit.edu/ in the past but
the server seems to be down, search is not working here

The KEYS file is located here:
https://dist.apache.org/repos/dist/release/empire-db/KEYS
This is also where the website points the user to

Should I move it somewhere else?
