bq. why not create logs dir (though created by falcon) to be owned by the user,
that way it is secure and private to the user and falcon can read it as well. I

Ideally, yes but the user is NOT available in the LogCleanupService background
thread as ACL might be empty. I had to make this optional for backwards
compatibility. logs MUST be world-writable even though its owned by the user.
Thoughts?
