I agree with your assessment, except in my tests it did work with both bundles 
installed then when I resolved the bundle with the lower ID, then the bundle 
with the higher ID. Regardless, it doesn't work well.

Yes, the exception is problematic, as noted in the comment in my patch. We have 
to think about that. I suppose we could generate a dummy requirement for this 
situation to stuff into the exception...
