No, OSGi does not specify Implementation-Version header, but Java spec does.

Since the classloader that creates the Package in question is a Felix class
loader (org.apache.felix.framework.ContentClassLoader), it must create the
package with metadata as specified by user in manifest file unless the OSGi
spec mandates that java.lang.Package class can't be used in OSGi environment.
