I have discussed with Sahoo and Karl and the current solution to this will be
to just support JAR-wide package information first, since there were some
issues that we could not answer in the timeframe we wanted to complete the
1.2.0 release. I will try to apply a patch for JAR-wide metadata soon and will
create another issue to address per-package metadata at a later date.
