Trying to install a bundle which has no Bundle-SymbolicName header silently
fails with the current console, there no error report in the log or in the web
browser.
Other exceptions during bundle installation are also invisible from the console
web interface, they are only logged.
With the attached patch, exceptions during bundle installation cause a 500 HTTP
status and exception report in the web browser, and the InstallAction throws an
IOException if a bundle has no Bundle-SymbolicName.
